I have actually thought about this. (before now)
I think they are generally considered bad because they only have a proper impact on the plot when they're annoying the good guys. (as far as I've read, anyway. Feel free to correct me if I'm wrong)
The way I see them, they're a very aggressive group of natives that attack anybeast who comes near, good or bad, but don't really care what's happening outside their territory.
