Villains that barely existed in their books.

I notice that some Redwall villains are barely in their books. In the first few books (Redwall, Mattimeo, Mossflower) we always had an almost equal amount of time of villain chapters* and hero chapters**.
But then in some other books we get a bunch of hero chapters and the main villain is barely even there! The most obvious example would be Mariel of Redwall, Gabool the Wild is the main villain and he has barely any chapters around him and even when there are chapters about him it usually then switches back to a hero chapter!
Other examples for me would be Ublaz Mad Eyes in Pearls of Lutra and Urgan Nagru in The Bellmaker. I don't count Ruggan Bor because he was supposed to be at the end unlike these other villains.
Do you agree with this? What are some other villains that you feel like were barely in their respective book?
