On the fanfiction steps to submitting an entry,

4. Submit your story to the Head Judge by uploading it to fanfiction.net and PMing him a link to your story, or you can PM him and arrange a way to submit the story in a convenient way for both parties.

What does PMing mean?
How do you upload a story to the fanfiction site?

PM means Personal Message.
You have to join fanfiction.net in order to submit a story. There is a two-day waiting period before you can submit a story. ;)

If you want to submit your story some other way (like by email), just let Matthias know and hopefully you can come up with a way convenient for both of you.

So just so I have things straight, I submit my story to fanfiction.net and send it to Matthias too right? Or I could just email him and find a different way to do it.

Whatever way works best for you. If you submit it on fanfiction.net, all you have to do is send Matthias a link to your story. If you don't or can't submit it on fanfiction.net, email him and ask about a different way to do it.

And sorry about pestering you with questions, but does the story have to be fully complete? Or may it be just a couple of chapters or part of a completed story, due to the word limit

Don't worry about it, this topic is for asking questions. :)

Make the story as complete as you can. I can't really speak for Matthias but I'm sure he will take completeness into account when judging. If you don't finish on time, that's okay.

I had my story finished just in time for the old deadline, and then I saw that it was extended. I was getting really excited about it.
September 15th is the day after my birthday. :D
