When I bought Escape the Gloomer from Steam, I only installed 0 MB worth of files. Can someone teach me how to recover the necessary files for ETG?

I've never heard of something like that happening through steam, it sounds odd for sure. If it installed 0Mb the first time, I'd recommend uninstalling it from your steam library and re-downloading it. Also check your computer's folder libraries for folders which might have the same names as installation files and all that. I know I'm spit-balling ideas here, but it could be that all the information is being downloaded just fine but being sent to the wrong folders. Hard to say for certain, but give those a shot and let us know if it works out. We'll try to help you out!

P.S. Every time I try to uninstall and re-download, it only takes about 5 seconds before nothing is changed.

We brought in a new Mac computer with Mohave OS to try and reproduce the issue you are having. Fresh install of Steam and downloaded the game normally. We weren't able to get the same error you showed above.
Also we checked Steam Support and they suggest:
1) Clearing your download cache
2) Change download regions

Yes, give that a try. Did a quick Google search and came across this thread and post by Valve:

Here's the relevant portion:
"Hi, can both of you check to see if you're on a beta version of November 19 or newer? We recently fixed an issue with retrieving the list of the Steam content servers on certain macOS versions that was preventing downloading games or updates."
Hopefully reinstalling Steam might fix this issue. As always, keep us up to date. If this is the issue, we'd like to inform our other (potential) Mac users so they can benefit as well.

Regretfully, even reinstalling Steam did not help with the issue.
