I wouldn't be able to say because I'm pretty sure I have never heard of any of those otters before. (but I haven't read many of the books)
Infant Ebby is a smol, out-of-control firebending terror. It's a good thing she's also quite cute.

Finnbarr and Rab are both The Bellmaker, Tagg is (obviously) The Taggerung, Warthorn is Legend of Luke (or maybe Mossflower?). Tiria is from one of the books after The Taggerung, Sable Quean (no idea at all, plus I think I've got the name wrong (I kept thinking Seelie Queen but that's definitely not it)).

Warthorn is from Mossflower and Legend of Luke. Though his name is only revealed in the latter.

Tiria is from High Rhulain.
