The Doctor is perfect at time travelling, it's just that the TARDIS only takes him where/when he needs to be, not where/when he wants to be.

Indeed, that is the question. Riddle me this, how is it possible to be an hour early once, and then 5 minutes late twice, to one class, in one day?

You get there an hour early, realize the class hasn't started yet, and leave. Later, when the class actually starts you are five minutes late. Then there is a break in the middle of class and when you return you are late again.
