  The Outsider's from a game called Dishonored, which is a stealth game that's got a really good plot.  And whales.

I like the Outsider, he's cool

And it's not necessarily a stealth game. You can take the destructive path and kill everyone you meet, it leads to a much more exciting but less ideal ending

All we know is, HE'S CALLED THE STIG!

(He's a charicter from TopGear, he's the professional driver. He's also awesome because there's a bunch of weird facts about him.
