The ocean is sometimes considered 'green' and some places very deep. Underneath the surface you might consider it 'tall', but is below ground level, and sometimes above. Out in the open water, it seems like that is all that is- the 'only one around', and touches the horizon- 'touch the sky'. Many creatures call it their home, a 'mighty nation'. Some people are afraid of water- 'it brings fear'. Some people have never see the ocean- 'depending on who you ask'.
That was very, very close (not to the answer, but that your answer matches almost all of the clues). You didn't mention the line "But yet I sway at a single sigh". The sea's pulled by the moon, so it wouldn't fit.
Many of the waves are caused by wind. :P
My next guess would be water in general, I suppose.

The one thing that I thought didn't work was the nation. but now it makes sense.
The 'inside' part is the confusing bit. If you had said 'beneath', or 'among', or 'with', it might have made a tad more sense.
