Twitter uses both @ and # - @ is to link a post to another user's account (I could post @Sagetipthehare and it would link my post to you) and # is to define a topic and make it trend with other users' posts of the same topic (i.e. #TBT #summer #firstdayofschool). I don't know anything about Instragram; I have an account with neither network.
