Possibly. The inaccuracies of both car speedometers and the speed camera / gun / electronic sign mean that's it's not really possible to say whether you're actually 1mph over or not. Most car speedometers are purposely built to measure on the high side - you're actually going slower then it says.

I live out in the country, you're good if you're 5 miles over, wouldn't go higher than that though.  There's a couple places in the nearby city you have to watch toward the end of the month though - they like to hide there and they will pull you over if you're speeding at all.
