So I made/am making a website

This is just my opinion, you can just disregard it if you like.

I think it has brilliant colors, but the amount is overwhelming; too much blue. I personally would recommend a more neutral color as your filler, as nice as brilliant sky blue looks. I don't know if you're going to add more text, but if you did and you covered up some of the background, perhaps it would look better?

I really like the redwall website design. Notice the background is a neutral sand color? Nothing too bright that would distract from actual content.

If it was in English that would help as well, but I'm sure you plan on changing that

The Latin is generic placeholder text.

As you can tell, I really like blue xD  I'm in the process of finding a combination of colors that looks nice and modern, but not too dark.  Oh, and it must include some sort of blue.

Any suggestions for a scheme, with the requirements listed?  (btw I'm very picky about it, so I probably won't change it )
I'm thinking about using #ADC9EA for the background.

Your page is a great example of how webpage design has progressed in the past fourteen years. While the color scheme could use some improvement (I'll talk about that in a minute), the overall design is sound. It conveniently displays information to your audience, and your page doesn't fall into any of the old traps of website design (such as using frames).

As for the colors:
1) I think using bold primary colors is generally a mistake on a website. The stronger the color, the more likely that text won't appear as well on it, and also the more likely that it will clash with other colors on your page. I'd recommend using mainly pastels; they are very popular for a good reason.
2) The aquamarine doesn't really fit into it very well -- it looks rather like the bathroom at my old house. I think it clashes with the blue thing you have going. Your alternate background might be better, but it's hard for me to guess without seeing it there.
3) If you want to do a blue-inspired page, I think it'd be best to experiment with just the different shades of blue. Something like plum purple (#dda0dd) might probably be better than the one that's in there now, but I'm still not sure it will fit very well.

I basically toned down the colors in it, and I prefer it to the previous picture I posted.

I like the first one of those two better. (In fact, I used a very similar color scheme in a site I made when I was much younger.) I think all of the colors in #2 are still too strong. The purple sticks out like a sore thumb.

That's not to say that #1 is perfect. It still seems to be missing something. But I think it's in a better shape than #2.

IMO, 1 actually is waaaay too toned down for me, which is why I decided to create 2.  The purple is meant to stick out and draw your attention to the menu/top bar.

Too much blue.  Blue on blue....my eyes will hurt trying to read that.  Purple on blue...not sure I like that either.   Primary on primary is not great for reading.  I'm a tad old fashioned but keeping with the basics--shades of black and white, with color splash gets the point across and it is usually easy to read.  In this case, color stands out but isn't overbearing.
