A local moderator can only moderate boards they've been assigned to. Global mods can do all boards.

 So if your put on the Cellars you can't post at all on the forum games.

You can't moderate the forum games. You can definitely post on them.

Actually, Local mods do have some mod powers in the boards they're not assigned to, but they have no power to gag members, change member groups etc.
Received mostly negative reviews.
