As to post count, spams and stuff, I feel like that there is a limit to how much one can spam: you would get bored, you will be discouraged from doing it, and if you really do reach that high threshold, it should show some amount of maturity in that person. If that is so, then they would have the decency of mind to realize that the better way of getting more posts to your count than spamming.

Also, the mods will have a raised fish above their head ready to strike them down should they cause problems. (Scary mods. . . nice mods, niiiice mods. . . RUN!)
