You could do a Socialist Republic, fix the economy by raising taxes on all the citizens you deem wealthy or "self sufficient," as you put it. Then you can distribute that wealth to everyone that isn't quite so wealthy as well as using it to pay for trade and the economy.

Unfortunately, I am entirely certain that taxation would not work. It is very easy for someone to join another nation. All they would have to do is type "/crew leave" and be invited to another. Due to the availability of teleportation, there is no nation whose members all live in the same area. So, joining another nation that does not have tax (which wouldn't be hard, since no other nations do) could be done in a matter of minutes. Also, the majority of players do not have a steady stream of income. Perhaps five on the entire server do.

I agree; what you're looking for politically sounds like a socialist republic. In a constitutional monarchy, however, free people like the idea of the government being bound by law, so don't see that limit to your power as a bad thing. Otherwise they feel their freedom is threatened.
Economically, maybe I just don't know enough about this place, but your idea doesn't sound bad, to have a contained economy but with free trade. That also allows for individual freedom while leaving room for pirate raids.
