E-Mail Notification Fixed & Little Bugs

The email notification system being broken has been a problem ever since we moved here, so I'm pleased to tell y'all today that it looks like I've managed to figure out a fix.

Put it through its paces: PM people, get PMed, set topic notifications, and forget your passwords. As always, if anything about it is broken, please tell me immediately and I'll try to figure out what the problem is.

Also, it's worth mentioning that some of the changes I've made over the past few weeks are either not working properly or have been disabled. If you haven't noticed by now, it probably isn't worth the trouble to tell you what they were. Just know that I intend to go through and get the stuff that's needed working properly, and that which isn't out the door, as soon as the masquerade is over.
