If by picture you mean an avatar, you'd add one by doing the following:
1. Click 'Profile' at the top of the page next to 'calendar'
2. Click 'Forum Profile' Information' on the side bar under 'Modify Profile'.
3. If you want to upload an image from the internet, click "I have my own pic:" and link to the url address. If it's on your computer, check "I will upload my own picture:" and direct it to your image and select it from its location on your computer.

To add text to your signature, just scroll down from the above and type in the 'Signature' box below your contact information.

Hope that helps

Where is the image at? Is it on your computer?

Since I posted here, uploading images from computers has been disabled.

Yeah, google images often does not work because of the way the url is.  You'll have to find where the image is originally hosted at, and use that.
