Well, it was intended to describe bodies of water laughing with you, not at you. (Because, England being the place of reference, it's such a rare occasion that the weather is so perfect that imagining so is almost ridiculous, so you'd obviously be laughing and the brook would join in, because it wants to be your friend and it's happy)

We've had decent weather recently. The most unlikely bit is being able to go outside to a brook.
