It isn't that unlikely. Assuming all months have an equal probability (which they don't), there's a 1/12 chance of two people sharing their birth month, a 17/72 chance of at least two of a group of three people sharing a birth month, a 41/96 chance of at least two in a group of four people sharing a birth month. (If someone notices my maths is wrong, please tell me.)

Also, under the assumption that every day has an equal possibility of people being born on them (even without February 29th counted, they don't), in a group of 23 random people it is likely that at least two of them share a birthday.
