Isn't it odd how so few characters in RA have siblings? Three pairs of twins, but not many siblings mentioned.

Yeah, very odd indeed. It's quite likely that minor characters have siblings, we just don't know much about their family history because they're minor characters. The major characters mostly have reasons why siblings wouldn't work. (Usually because on or both parents died early in their childhood)
Also, death rates were high in those days. Maybe there were siblings for other characters but they died during infancy. It certainly wouldn't be unusual and, in the case of poor families, likely, for at least one child to die before childhood. (Sometimes a child didn't even get a name until they turned five because the likelihood that they wouldn't survive to that age was so high)
