Seated in his office, Herman Smith is worried. 

"Deary me." The dolphin thinks to himself. "It's going to be a tight month for the good people of Bradden Dal.  These taxation routes are getting wider every week."

A sigh of worry escapes Herman's dark blue lips.  "And now with the Tretyad police-force roaming through the streets, fear is in the air.  But cheer will graze the streets soon enough, for democracy lives!  Perhaps the old treaty will have a path set before it, for the governor was brought up to serve the people.
