"Wet" means "filled with moisture" to any degree. Any amount of water is filled with moisture and is thus, wet.
Fire is interesting because it is the result of a substance exothermically oxidizing, not the oxidation itself. Fire itself cannot oxidize and thus, cannot be burnt.

But that's tiring to think about. *Rolls over.*
