Yes.
How authoritarian are they?
No cars could be parked on the street or in driveways overnight in my grandmother's old neighbourhood.
All houses had to be one of three colours and front doors one of four colours.
All trees had to be encircled with a certain type of stone.
All leaves had to be raked promptly and yards maintained.
All bushes had height restrictions.

No.

Believe it or not- in the city where I live if the bushes in your yard are to big and crazy- not trimmed etc... and your yard is too messy or "derelict" you can get a work order from the city to have to clean it up. Also you can't leave cars on the street overnight in the city- its like a $30 fine but its not enforced to often.

But the stuff about having to have stones around trees, or painting your house only 3 colors, doors, or no cars in the driveway overnight... that is really difficult to enforce as the courts probably wouldn't take their side if the HOA tried to fine you or something.

I can't speak for the places Grond and Quis live, but HOA aren't that common in my area. Very few neighbourhoods are regulated so strictly. While having them can increase the property value of every home on the block, the lack of support makes them less common, especially in the inter-city and in family neighbourhoods in the suburbs. They're found more often in elderly neighbourhoods, and those neighbourhoods typically employ a service that maintains your yard for you, so the number of rules that you personally have to abide by are decreased.

In my city those aren't HOA regs those are city bylaws i.e. city council came up with those laws and they apply throughout the city, not just in a certain neighborhood.

I live in a place where you can do whatever you want without an restrictions. It's in the middle of the woods and only a handful of people actually live out here, but it's nice. I mean heck, a guy once owned two tigers a few years back and the only thing stopping him was the city. Pretty nice.

  In my neighbourhood you can get fined for leaving your trash can out on a day that isn't garbage day.  You also aren't allowed to let your grass grow beyond a certain point, even though there's a man in our neighbourhood who hasn't mowed his lawn in years and he's gotten no flak for it.  Also, when we went to paint our house, we had to check up with the HOA to make sure the colour was acceptable.  When we finally got that done, the day my parents went to pick up paint they looked at our next door neighbours to see that they were painting their house the exact same colour.  We had to choose a new colour.  -_-
