Well, when Darth Krayt took over he stated the rule of one, but there were still hundreds of Sith, and that was far after Sidious.

Darth krayt, after succeeding his master like planned (Based on Bane's rule of two) did not go out and get an apprentice. Instead he founded a cult on Korriban in which he raised up kids and trained them in the dark arts. Most of those kids were raised from birth, so as you can clearly see (check for yourself) that there was not already hundreds of Sith. He grew them up to follow his command.
