But Slager can fight with weapons better than Ublaz; and Slagar could easly just not look at Ublaz's eyes, so Slagar could kill Ublaz easily.

That is very debatable. Ublaz was a skilled swordfighter, had his hypnotic gaze, and had a very sound mind. However, though being rather insane, Slagar was extremely skilled in controling others without psychoing 'em out, and of course had his bolas. I voted for Ublaz originally, but after thinking about it, Slagar was probably overall better.

Something also worth bringing up is that Ublaz's "ability" could very well have been fear and hysteria on the part of his subjects. The only "real" in the Redwall series is Martin's spirit. If I remember correctly, when Martin II fought Ublaz, Ublaz was surprised that his ability did not work. That would be because Martin II isn't aware of Ublaz's "Mad Eyes" and wouldn't be afraid of him anyway. Belief is the most powerful magic of all. Since Ublaz's greatest skill wouldn't come into play against Slagar, I think it's fair to say Slagar would be better off in battle.
