That is from Sable queen. There were a rabbit brother and sister in Salamandastron name Clarence and Clarrisa. They lived with their mother in Mossflower. It's one of the times when names are repeated I guess.

They are shy creatures. . . so maybe they stay away from everybeast.

That's very true, actually. IRL, rabbits are solitary creatures that keep to themselves & their own kind and seldom venture far from their homes (shoot, their territory just grows with their population). 

So yeah, I can kind of see why rabbits were rare in the series, but still weird they'd be mentioned so much without showing up.
