We don't let the boys design their own clothes because they'd design boring stuff.

A hoop skirt is a skirt that has one main, ribbed petticoat, with cotton or flannel petticoats beneath.
A ballgown skirt has many petticoats, and no ribbing at all.
A poofy skirt has no petticoats, it's just naturally large.
