When your Minecraft is on the main menu, do you see white letters towards the bottom left talking about forge and various statistics? If not, you haven't installed Forge correctly.

 It's possible that it could be a fault with forge. If forge is installed correctly, there's no reason why the mod shouldn't work.

 I would try deleting the lotr mod and then re-installing it.

 Also, make sure that when you download the mod, you get the right file. The name of the file should be 21.4 lotr mod or something like that

 Some mods (like this one for instance) aren't available on the technic launcher.
