DOWNLOADING! SO EXCITED!!! Usually don't spend that much time on Minecraft but now I most likely will! I've never downloaded a mod before, what do you do after the mod finishes downloading and is made into a folder?
Dreams, dreams are untapped and writhing. How much more real are dreams than that paltry existence which we now call reality? How shall we ascend to that which humanity is destined? By mastering the dreamworld of course. That is how, my pupils, that is how.

It should give you a new launcher from which you actually download the content itself. From there, you just launch it from your special launcher. I'm not positive that this is how it works as my mod experience is very limited, but that's the best I've got.

Here's how to download a mod...

1: download the mod file and download the recommended version of forge (forge is very easy to use, an will walk you through installation)
2: type in %appdata% in your search bar
3: go to "roaming"
4: go to "minecraft"
5: go to "mods"
6: open mods folder
7: insert lotr mods file inside mod folder

ModPACKS, yes, but an individual mod usually doesn't come with its own launcher- Unless it's a massive mod like the Aether or Aether II.

Izeroth is correct, however until the modding API is released, you need to use Minecraft Forge. You can download it here, that will give you a file you need to open. That brings up an installer, you'll want to make sure it's trying to install Forge at the right location (detailed in Izeroth's post, unless you've moved your .minecraft) and make sure you have 'Install Client.' Then let it run and install the mod as has been explained.

Unless the LOTR mod doesn't require Forge. Which is unlikely but possible.

Izeroth

It does in fact require forge. The recommended forge for 1.7.4, if I'm not mistaken.

Forge is a download that most mc mods require to run.

Type in "minecraft forge" in your search engine. Go to "minecraft forge downloads" and download the recommended version for 1.7.10. (Click on "installer")

What is Forge?

I'M OBSESSED.

Anyway, this is interesting. Not sure if I'll download it myself, but. . . cool.

Ive used this mod since the early versions! By far my favorite mod (out of my hundreds)! Such well built and constructed. The detail is amazing! Love it!
I want the world of Tolkien,
The message of Lewis;
The adventure of Jacques,
And the heart of Milne.
But I want the originality of me.

My minecraft doesn't have a mods folder.
