What I suppose concerns me about your response is the implicit idea that public popularity means the individual is doing a good job.

You evoked Roosevelt as an example of a candidate who was favored among the American population. I think, however, that he's a compelling example to prove that just because a lot of people support a politician's policies doesn't mean that those things are best for the nation, or even those people, in the long run. Roosevelt dramatically expanded the role of government in the country like no other president before, setting the tone for a century of expanding bureaucracy, government excess, waste, intrusion into the rights of individuals, and exponentially increased debt. As far as the effect of his policies on government, several writers nowadays question whether the "New Deal" helped with the Depression at all, some, like Harold Cole and Lee Ohanian from the University of California, arguing that it even made things worse.

I'll close with a comparison to ancient times. "Bread and circuses" may have kept the Roman leadership in power, and made the population contented with their rule. However, we see the ultimate effects of this policy in the Empire's gradual decline into base despotism. A government seeking to shepherd its people, rather than encouraging individual responsibility, cannot be surprised when they end up with fattened sheep.
