I was curious too, so I googled the image and found out it's from a 1975 anime series about Japanese folk tales.

The otter comes in at about the 2:48 mark. He's not a very nice otter, though. He tricks the hungry fox into thinking he can catch fish by sticking his tail in the water. The fox sticks his tail in a hole in the ice and waits... and waits... until finally he feels something biting his tail. It's not a fish, though; the ice has frozen around his tail and he's stuck.
