I'm not sure if my words have been taken this way, but when I have used "citizens" in the Forum Elections thread, I mean all citizens: candidates, campaign managers, and myself included.  I only intend to differentiate between citizens and candidates when I mention both. 
I don't know, however, if that's the way Russa meant the word to be taken.
