There is war in Europe! You must defend your empire and make alliances! (You just basically do what ever you want with artillery and such from 1700. Also, make it realistic.

Patriotic songs are nice, but they don't really prove anything. Take the German States, for example: they're all technically sovereign nations, but they hold little actual power when compared to the likes of Prussia or France. For all practical intents and purposes, you're a vassal of England.
