If no one wants Savoy, Tuscany, or Bavaria, then I will merge them with  territories right next to them.
For Bavaria: Hapsburg or Brandenburg-Prussia and Saxony.
For Savoy: Swiss and Russia, or France.
For Tuscany: Papal and Spain, or (maybe France and dutch Republic, or England)
Whoever out of the countries listed claims it first, then they get the land.

 I'd say that, at most, the Habsburgs would be able to muster 100,000 troops. And, well.... archers trying to fight musketmen would be like cavalry trying to fight a tank.

If you drafted every male citizen in your kingdom, it might be possible to create an army that large. However, there's no way the Habsburg Monarchy could afford to properly train and equip all of them, and the drafted troops would be of very poor quality.
