@Eul: I based it on your evil queen persona and affinity for tattoos. She's kind of the centre of a vast web of informants so she practically runs the underworld and knows literally everything. It could have been you or Faiy, but Faiy's crazier so I made her China's rival Eliza Scorn.

It's possible that she does. Her library contains practically everything. Or maybe one of her tattoos can make one.
