Unless it's youtube Red stuff that actually costs money to watch, the videos are free, so unless you re-upload them and pass them off as your own you're technically not doing anything wrong. How do you think Youtubers insert clips of other videos into theirs? They download them. I've been doing it for years for school assignments and suchlike and ASIO (The Australian FBI) hasn't beat down my door yet. Youtube's rules and the actual laws of a country aren't the same. The worst you could get would be to have your channel get striked, but they'd have to link your channel to the download (i.e., if you use a clip from somebody else's video and they decide to strike you).
