Technology is not advanced enough to construct anything strong enough to harm a taniwha. Even your 'taniwha-proof' bunkers aren't actually taniwha proof, I just choose to humour you, for now. Your downfall will be painful as it is. I feel no need to humiliate you as well.

Scott's fate was tied in with everybeast else. Nothing is more painful to him than being stuck in a 'tanisha proof' bunker while Lass goes hunting goblins. He's also tied around Seb's neck for all eternity, which would be punishment enough.
