I, O, Y (the remaining vowels (well, not so much y, but I'm counting it for the purposes of this))

Just because more than half rhyme with something does not mean z should. Besides, only eight would rhyme with zee, which isn't even a third of the total letters.

(For some reason, I kept getting the French alphabet stuck in my head, so apologies for any mistakes.)
