What does he mean by not "legit"? That it's not a real government agency or that it's my the original SHIELD?
SHIELD's been the acronym for "Strategic Homeland Intervention, Enforcement and Logistics Division", as it is with the current MCU. It also used to be "Supreme Headquarters, International Espionage, Law-Enforcement Division" and "Strategic Hazard Intervention Espionage Logistics Directorate".
The "Real SHIELD" thing was when there were two different SHIELDS at the same time after HYDRA cracked it open. Then they merged.
