Usaully because there aren't any seas near Redwall.

The otters living at Redwall are often river otters, given the abbey is near streams and the abbey has a pond.  The sea otters only visit.  You see someone named "Skipper" (usually a different one every book) well you at least know he/she is a sea otter.  Haven't seen  a river otter named Skipper yet.   Hope that helps.

(And yeah, where did all those sea otter votes come from???  Who's Skipper paying off in hotroot soup to put in votes for them??? )
