Probably will be. The cinematic universe has had many discrepancies with the comic universes. Speaking of those universes, it could be just another alternate story that might not effect the rest of the films. (Peh.)

The reason Tony is more popular than Steve is because he has a more interesting character. He's constantly engaged in moral dilemna, suffers from PTSD that influences everything he does and has a crippling alcoholism problem. He's fun and interesting, Cap isn't.

my thoughts

So..... They really just lost Bobbi and Hunter? Just like that? No. I am not ok with that. They had better bring them back, they're two of my favorite characters. What the heck. No no no no.

That doesn't necessarily make him interesting. In The Winter Soldier he's pretty much gotten over losing Peggy and seemed pretty cool with life. He wasn't going to any veteran/soldier help groups or anything. He was torn back apart by Bucky/WINTER SOLDIER but now it seems like they're gonna be good friends again. Cap's life always ends up good, while Tony isn't perfectly recovered. Cap doesn't really suffer from PTSD because he's constantly doing the things that cause it. (Serving with SHIELD or the Avengers)
