I've used them interchangeably, as in cake frosting but icing on the cake.

Well, I usually say biscuits, but when making a reference to something (blue cookies, for example), I say cookies (unless it was biscuits, then I say biscuits). And things that are labelled 'cookies' I call cookies.

That's a bit different for Americans, though.  To us, a "biscuit" is a very specific thing that is very much not a cookie.  To you, on the other hand, a "cookie" is just a silly word us 'Muricans made up.

For icing and frosting, their just different terms that everyone uses for the same things, more or less.

There is nothing like American biscuits. No equivalent in the British dialect, that is.
