One might say they're the same kind of people, but it probably isn't the very same people. Bear gall bladder (as an example) is used directly as an ingredient in some Chinese medicine, whereas human tissue is most likely to end up in a medical research lab, and I'd guess isn't going to be in whatever final product they want to manufacture.
