It's Waldo in the American print. The UK editions are Wally.

Incredibly, I have an answer for that. The illustrator added him to tie his crowd scenes together and add a theme for the book. According to the Wiki, Waldo (Wally, fine) was "an afterthought."

On the wiki page it lists some of his 'aliases'. He's even listed as 'Hugo' in one country.
I don't think it includes New Zealand, though.
