@LT Sandpaw The policy was established by The Founder herself, @Banya last year. It will stand this year as well, unless Banya decides otherwise. The winner of this year's election can change it if they want, after they win, with her permission.

A note from the Founder:

The 2015 method of determining the Vice President was established because of a lack of interest regarding the position. That is to say, going in to the elections, each of the four candidates had a campaign manager and a strong support network. The citizens who remained unaffiliated with a running party were active in other ways, notably reporting election events through the media and following the campaign trails closely. Therefore, the Vice President was the election runner-up; as he was the candidate who was supported second-most by the Cellars population, he would assume the title of Cellars President in the case the formally elected president became inactive. I support the idea of a President running with a Vice President of their choosing if this is desired by the people. Should this system be adopted, the President and Vice President are to run together; as on an official ballot, the names of the President and Vice President will be listed side-by-side on the poll. However, with this coming so late into the election process, this can now only be done if every one of the candidates (or their campaign manager) can submit the name of their party's Vice Presidential candidate by the time their names are placed on the official poll. Note that this can both help and harm a candidate's campaign. If the candidates do not offer a Vice President to run alongside them, we will retain the current election process and may, at the conclusion of the election, opt to change the process for the 2017 Cellars Presidential election cycle.

I strongly encourage every citizen voting to review the campaign threads of each candidate thoroughly. Best wishes to all.
