I only voted for one character: Asmodeus.  Even Cluny admitted he would never venture into a serpent's lair, thus this was truly an evil "secondary" bad guy that actually was a true threat.  I looked at the list and honestly, besides Ironbeak, I don't remember who the rest are!  Only Asmodeus made such an effect on me that I can recall he was truly as important to the story as Cluny.

The sad thing is that they could've been cooler/more threatening  

There's something askew when otters get to do a lot with those little tails of theirs when the famously long, flexible/detachable tails of lizards are very seldom used...
